Why?

In an experiment, if one can determine to what level of confidence the results are drawn from a population of those that can hear differences then one can also determine to what level of confidence the results are drawn from a purely random population.

If you are working to, say, a 95% confidence level then you can certainly have sets of results which are inconclusive and satisfy neither hypothesis.
