You do not need 3 samples, you need 2.

More to the point, there's no difference here between analog and digital. As the signal level goes into the noise floor, you get worse phase uncertainty (phase uncertainty and amplitude uncertainty can be equated, after all).

For digital, the noise floor is lower.

Ergo, the phase error is smaller for digital.

Yes, really.

Saying "sine wave with 1 bit" is like saying "signal 6dB above the noise floor in analog". Either have a lot of noise included.
