24 bit dither, if the converter is actually good, will require 2^-8 less dither level to be correctly dithered.

And the noise level is indeed the issue with the number of bits. Absolutely.

I've never seen a real 24 bit DAC though.

Now distortion due to things that aren't quantization, which includes stuff like bad values in the ADC, will still cause distortion. Nothing to be done about that but use better ADC's and so on. Ditto op amps, analog filters ...
