Worst case is one clock cycle in each direction (+/- 22uS for RBCD). If a transition is caught one sample cycle earlier on one channel relative to the other one when the actual waveform timing is nearly in phase, and then the same timing error occurs in the other direction soon after, a worst case interchannel differential phase error of nearly two full sample periods is possible. It's a sophistry IMO to say that since the worst case is unlikely, the problem can be ignored because this does illustrate the scale of the potential problem.
