Beats me, but it wouldn't have anything about sandwiching quandum dots, because you would destroy the dots in the fabrication process.

If I were to make a guess, it's because there is little or no cost difference between this material and a single layer, and this looks more "complex". But you're asking me to hypothesize why a scammer made one decision over several possible others. There are hundreds, if not thousands of foils available out there. I'm guessing this was simply cheap and convenient.

I am really surprised that you think that a company could use real engineered nanoscale materials, place it on little metal disks, machine or deposit a layer over the materials, and then fabricate the rest of the package for $12 each. Even if there was some nanostuff that would do what is claimed, the cost of the material and subsequent fabrication would be prohibitive.
