I'm not saying it does.... I'm only saying it's needed to fully realize the benefits of dither. Without filtering in the DAC, a dithered signal at half the LSB will be represented as a random toggling of the LSB between zero and one. With filtering, that same signal would be a lot closer to half the LSB, as how the signal was originally.
