Without filtering in D/A, dithering would not work. There are some non-filtered DACs out there, where the applied dither encoded on the media would impart a low-level "haze" (added noise) in such playback.

The filtering is what transforms the triggering of the LSB into an approximation of the signal below the LSB.

If you think it's wrong, oh well....
