It's not "some critical bands", rather

Critical bands far removed from the signal are more sensitive. Extremely sensitive if the removal is LOWER in frequency than the signal.

The question is difference between the signal and distortion spectra. If they look substantially different (plotted in critical bandwidths), it's going to be more audible. If one follows the other, it's not very sensitive.
