Having gone all the way through this process myself I can state categorically that they DO care about the content of the thesis and not just if it has been well thought out and scientifically constructed. In fact my experience in grad school was that they cared a lot about content. What you suggest is that they only care about methodology and not the results it produces but this is simply not correct.
People have failed to get Ph.Ds for just that reason. Some people had to do months more research to satisfy an examiner because they felt something wasn't proven adequately. Professors have been shot by students for just that reason where the advisor didn't believe the results and the student, after 5 years, got nothing.
The way a Ph.D. is generally obtained these days is that the professor assigns a general area of research for the student. The professor then expects at least a few publications of original research from the student (of the peer reviewed kind). If the student publishes enough then often it is simply a matter of writing an introductory chapter and conclusion chapter with all the papers stapled into the main body of the thesis. It is difficult for a committee to argue with a student that he or she doesn't deserve a Ph.D when his or her work has already been accepted in the world at large.
If they haven't published anything then they are usually in for a much tougher fight where they may have to defend vigorously their results...sometimes from their own advisor (seen this before also).
