A good starting point is probably "Fourier Transform" in Wikipedia which should explain to you how to transform from a time response to a frequency response and back to a time response without any loss of information. The fact one can do this proves that frequency response and time response are simply different views of the same thing.
Please report back if you still think they are different and point out what Fourier got wrong all those centuries ago.
