If the ground rod is corroded, then the correct thing to do is to have it replaced

I don't know what indication there is of an existing ground problem with the service entrance ground but of there is a soil condition peculiar to that area which compromises the reliability of electrical grounding electrodes, all homes built at the same time will have about the same problem. This one likely isn't the first. Grounding MUST be installed or repaired by a licenced electrical contractor and inspected by the code official. He will be aware of the problem and will have sound advice and possibly a directive. What YOU DO NOT DO under any circumstances is to re-engineer it yourself and just go ahead and make changes you think are OK. That may be the Norm way to do things, but that is not the RIGHT way to do them.
