Furthermore the responsible code official in each town is the ultimate arbitor and interpreter of the code as it applies to his jurisdiction. The only time an installation isn't safe is when people who don't know what they are doing or talking about take matters into their own hands and make unauthorized changes to installations which were installed by licensed contractors and passed inspections or when they are in need of repair due to damage or wear.The National Electrical Code is reviewed and updated every three years. The top experts on electrical installation and safety in the United States are on committes each committee dealing with a different chapter of the code. When a licensed contractor and I had a concern about a grounding question related to a large industrial installation, I had the good fortune to speak with the chairman of the committee which wrote the grounding chapter. As luck would have it, although he was retired, he was still on the payroll of my company as a paid consultant. The level of expertise of those who review and write the code cannot be overestimated, it is incredible. The level of expertise of some people who yammer away on internet chat board is nill. Best of all, geting the correct advice which can prevent a tragedy and even save lives is free for the asking just by calling your town's building department.
