The original poster seems to know more about electronics than you apparently do. Radio and tv stations regularly go beyond code to assure better grounds. There is no reason to not talk to the city inspector, but there is also no reason to not have a better ground. It is not rocket science to get a better ground than a wire screwed to a steel 1/4" rod buried into the ground by driving it with a hammer at most a yard down.
