Partial answer

In the 71As the cathodes are sitting on a regulated supply with variable series resistance as part of a version of ultrapath which uses a VR diode as the anode to cathode element. The heaters "float" in that the ground references are through the ultrapath components.

The 211s are cathode biased using bypassed resistors to ground. The heater supplies are therefore referenced to ground only through this arrangement.

I cannot remeber the inductance value I achieved but it's pretty small. There are no caps.
