One of the odd things about toroids is that they happily pass frequencies much higher than 60Hz. In most situations wide bandwidth is a good thing, but in this case it just means that the door is open for lots of line-generated crud to enter the PS.You might find a similar magnitude of improvement by changing the toroid out for a split-bobbin EI core, or some other trannie with better isolation.
Just another thing to think about.....
