Hi Pete; I think it's beginning to dawn on my thick skull where your trying to come from. If I am correct here you seem to be implying that the measurements used for wire are incomplete, due to the many audiophile and probably your own experiences. Assuming the above is correct please allow me to pontificate (run my mouth).
Over the past 10 years or so I have had some opportunity to investigate some of the claims from a few manufacturers of "high end" cables and tweeks. The investigation found the following: Either the cables or tweeks did absolutely nothing, or they deliberately made the cable wildly reactive, or they deliberately added magnetic field, which of course made things sound worse. I did both bench test and listening. You do enough of this and you get tired of seeing variations of the same old crap.
If your question is; are we missing something? well maybe we are; but I don't think anyone has exactly proven us wrong either.
My personal viewpoint is that the two boxes that the cable is connected to have a lot more influence on what we hear than the cable itself. or to put it a bit more succintly; if the boxes you are connecting to have a problem with wildly reactive cable or deliberatly added magnetic field, then change the cable. Better yet; closely examine the grounding scheme of the two boxes in question, or examine the output and input scheme, or closely examine the crossover. Since you are now into DIY, the last sentence can definetly apply to you.
It's the conclusion I personally have come to over the years. I'm sure you'll come to your own, and what you think today just might change a few years from now.
