The sampling process adds noise and distortions. The distortions are common to the 16-bit and 24-bit versions, but the 16-bit version adds more noise.

This is also true of operations that are entirely digital. If you re-dither a 16-bit sample, it adds noise. This is why audio editing should be done at greater than 16-bit precision, even if the source is 16-bits, to avoid accumulating a lot of dither noise (as well as other reasons).
