It's always. The signal from a straight master is always processed prior to cutting the disc. It doesn't really matter where it was done.

Also during cutting in the old days an engineer controls the volume during cutting to raise the quiter pieces.

Also add the distortion from the tape loop used to time shift the signal to allow the cutting engineer to layout sufficient distance between the grooves.
