Not really....

You can see stars in broad daylight if you are at the bottom of a very deep well. Otherwise, the sun's brightness obscures them, just like what happens on the moon. The atmosphere plays a very small role only.

As a matter of fact, I was just talking to my band member friend who writes the Apollo Lunar Surface Journal for NASA and he described to me a type of sextant that astronauts used on the moon. They needed to see the stars to determine where they were on the moon's surface so the only reference is the stars. The type of sextant they used was a long telescope-like tube which reduces the amount of sunlight thus allowing naked eye viewing of several bright stars.

That's the same principle as the deep well method.
