I guess my point, although maybe not completely clear since I did say insulation and air, was that the items in close physical proximity to the current are potential inductance changers. Maybe a better example would have been steel braided sheathing or foil wrapped around the cable. I see that choosing good dielectric materials in my example did not help make my point clear.
