It is only noise, if the tone is continuous. How can it be' accurate' if each instant is located in a box of uncertainty?
Now this reminds me of Dr. Stockham, who designed the Soundstream recorder, decades ago. He wanted to CHANGE the definition of harmonic distortion for DIGITAL to ALWAYS be referred to full output, even if measured at a lower level. That way, you wouldn't even have to dither to get great measurements.
SEJ, you might be 'mathematically' correct in some way, but it doesn't hold up with listening tests or even conceptually.
