I can't help you with your quest of finding anyone who uses music to reflect speech patterns but composer Steve Reich wrote a piece where speech is used to reflect music. It's entitled "Different Trains" and Reich shows how speech can be musical by taking taped vocal phrases and having the string quartet repeat the phrase musically. It's quite interesting, although not exactly what you're looking for.
