The decline in L with frequency is not the issue here. The question is can the L ever decline below the value of the coil in air?

If a piece of wire in any configuration has enough inductance to cause oscillation, can the introduction of any magnetic material in close proximity eliminate the inductance and make the wire purely resistive? (equal to the DCR)
