While it is your money, I'd say that the base Mac Mini would be enough for a headless server. I use a base M1 MBA as a server, and also as my main computer, in fact I'm using it right now. You don't need the extra memory and I'd just attach a Thunderbolt or USB 3.2 SSD to it. TB runs at bus speeds and USB 3.2 is fast too. Just make sure you have a good cable, not an audiophile one, but one certified to run at full 40gb.
You say you want to future proof it, but even my 2015 iMac is still running like a champ. I was using it today for photo editing and I didn't see any difference between it and the M1 that I usually use. The main issue is OS upgrades. It no longer gets the full upgrades, just security patches, if that.
