The "silver layer" it the "getter flash" - a thin deposit of a metal/metals that is/are highly reactive with oxygen and other atmospheric gases. While "ugly" the fact that the getter flash is silvery (or black or "rainbow" or anything other than white or very light gray) indicates that the getter is still active and has/is absorbed/absorbing gasses within the bottle thus maintaining the "quality" of the "vacuum." Others have commented on the suitability of these bottles for you application - I want to suggest that you spend some time researching tube construction. Do a google search on "getter material" - there is a nice article online out there that I downloaded recently (don't remember the URL) that you might find comforting.Rob
