Sounds like it isn't too stable and a stable support is essential. It's certainly a threat if there is a risk that the turntable will be deposited on the floor, or if motion is going to interfere with tracking. I wouldn't class reducing sound quality as a 'threat' but that's also highly undesirable if it occurs.
As to moving it to the first shelf, do you really want to place a turntable down low where you've got to get onto your knees and them probably bend further to place and remove discs and cue the stylus? You also need a certain amount of empty space above the turntable to work in, to turn discs over in so you can play the second side, etc. What you don't want to do is to put the turntable in a position which is a pain to work in, and I do mean "a pain" quite literally.
Sounds like a more rigid rack may be a good idea.
