Rather than worrying about whether the tubes are NOS or new production, concentrate on obtaining tubes that work better for you!Some new production tubes are every bit as good as most NOS - some are not. Some NOS tubes are noisier than current production - some are not. There is no one general rule you can apply anymore. At one time NOS was far superior in almost every case. But new production tube quality has improved dramatically over the last few years.
The reason NOS sometimes costs more is often related to scarcity of supply. You can buy NOS 6CB6s from me all day long for $1.00 or less, I've got tons of them and they aren't real popular tubes. But there aren't but a few of some highly desirable NOS tube numbers/brands/etc., so the price reflects the old supply vs demand thing...
In your case you may get better performance from your pre with different tubes, NOS or not. But I always urge people new to tubes to start slow and don't spend a ton of money on high dollar tubes. Just because a lot of people like a tube doesn't necessarily mean you will with your ears, your room, your equipment, etc. And spending $100.00 for a tube and finding you don't like it is a lot tougher to take than spending $15.00 on a tube and finding it's not right for you. Go slow, learn more, and once you feel more knowledgeable then you can consider investing in higher cost rarer tubes.
If you post more about your pre and your system maybe someone here can share some thoughts that will help. At the very least, it's a good way to begin your tube education!
