If you want to use a high-voltage regulator based on the LM317 (the Maida design), you can add a slow-start by adding a transistor like the MJE340 and an RC pair to slowly increase the HV. Combine circuits from these two URLs:http://www.national.com/ms/LB/LB-47.pdf
