It's not that bad if taken in the light it was offered. According to Dave Dintenfass the PR-10 was designed for use in places like college language labs. Here it's particularly gentle tape handling was a real asset in a sitation where a tape was being played and rewound, again and again.No it's not a 351 or an ATR. But for a playback only deck it's not bad. In fact Dave is using one as a source for some archival transcription work he is doing, precisely because it won't stretch or break the originals.
