Why don't you call the nearest Home Depot and describe the tools and welding gear she is selling. Maybe they are coincidentally missing the same items. I bet they'll have plenty of experience in dealing with your local petty thieves and credit card scammers and will know the drill (no pun intended) to get the cops involved quick, fast, and in a hurry.Ditto with whatever local hi-fi peddler is nearby.
I have to agree with other posters, late night coming and going of cars indicates likely drug activity. This is not a neighbor you want.
