Insulation

I'm fairly confident the best insulation is air follows by clever designs that approximate air as dielectric material, for example using stand-off pieces of plastic or other materials between conductor and outer jacket.

The moving charge in the conductor (free electrons) produces magnetic and electric fields that extend outside the conductor.

Listening tests should confirm air is the best sounding dielectric for audio cables. This is not to say other materials cannot sound very good.

Extra credit - What is the best color for the outer jacket, from the standpoint of sound quality?
