Hi.If there is never an accident, who needs a fuse?
The diode ia a safeguard against damaging the regulator chip by any voltage backup in case the load is off for whatever unforeseen circumstances, e.g. the feeding wires to the heater got O/C.
When the load is out accidentally, & when the power supply is switched off, the voltage at the O/P filter cap will momentarily higher than the supply voltage which is monentarily zero, causing a current backrush into the regulator.
The safety diode will immediately short the regulator so the backup current will be drained away through the diode.
If you have not done so with your DHT heater supple, may I suggest you do it as a safety measure. A 1N4001 only costs you a few cents, what a big deal?
