i'm not sure i would consider a 6dB peak at 13hz "moderate" subsonic peaks like this can cause all kinds of issues from saturation of iron, to speaker cone IM distortion.

If the big cap scares you two other options are the parallel loading resistor as T has pointed out or LESS inductance and a slightly bigger cap (this also has the benefit of lowering the Q of the resonance)

The low end behavior can be tuned by gap adjustment to net you some further tuning possibilities. In any event, going to a larger inductance (without a loading resistor) does push the peak lower in frequency, but it also increases it in amplitude. a 10dB peak at 4hz scares me much more than 3dB peak at 20hz.
