My guess would be that designing a line stage would be easier. Why? Correct me if I'm wrong, but virtually all line stages are constant current Class A designs with little need for corrective feedback. FETs or triodes are the universal choice for output devices.Power amp designs, on the other hand, have to be more creative. You find quite a variety of solutions to the problems presented. There are complex multi-stage bipolar and/or MOSFET Class AB designs, newer switching Class D designs promising better efficiency (irrelevant with preamps), traditional brute force Class A amps, both single ended and complementary, along with a more recent trend towards simpler circuits requiring inherently more linear circuits and better component matching.
