In fact you'll never find them in a studio for that reason. They throw off RFI/EMI both airborne and back into the wiring, so every piece of wire is acting as an RFI antenna. Every transformer on the system, including their own ballasts, is acting as an EMI source as well.Since the power supply to all the apartments is in close proximity to your apartment you're getting hit by the RFI/EMI being tossed into the main supply line by every piece of electrical equipment on the system. The only cure for that would be to properly filter all of the meters/distribution panels in the building. Good luck on that one.
Your active pickups are less sensitive to the noise as they are low-impedance but they still aren't true humbuckers, which will be even more resistant to noise. Some stacked buckers are reasonably close to true Fender tone, but none are perfect.
