Guitar / Keyboard noise in new facility

We recently moved and I've had nothing but trouble with audio in this place. The noise in my guitar (even while using Rocktron Hush) is still beyond usable. I've even shielded my guitars following StewMac's instructions and kit but no reduction other than the high end of my single coils.

I have a single rack connected via a Layla24 to my computer. I have a Yamaha Motif8 connected via unbalanced instrument cable as well. The keyboard doesn't sound noisy, but I can visually see the LEDs in my software mixer hovering around -50 when the keyboard is on.

I've had all this gear through 3 different places and never had trouble before.

I've physically separated the Rocktron and Drawmer Preamp's from the rack and moved them to a different room. Then turned off all power and unplugged all outlets in the apartment and turned on only the room I had moved the preamps to. No luck.

Today I decided to listen to the guitar plugged into the system again. I stood it against the wall and listened for about 30 minutes as I could hear loads switching in and out of the circuit. On two occasions I noticed the overall noise get worse in the low end and along with it came a wavering in the upper right side of my computer monitor. I am about 7 feet from the power into the building on that side.

I've had the power company here and they've cased out the joint finding no abnormal powerline radiation but they did find 6/10ths of a volt from neutral to ground which was reduced to 3/10ths after tighterning some connections.

I'm unclear where to go with this. Can anyone help me diagnose or solve this problem? Thanks!
