There are hundreds of excellent and reasonably priced modern USB DACs that you can connect to your computer to playback music files or streaming services. PC sound cards have fallen out of favor with most folks preferring outboard USB DACs.... less than $100 to several thousand bucks.

For the ADC you have fewer choices in the audiophile world. Digitizing vinyl was a hot topic maybe 10+ years ago. PS Audio had their NuWave Phono Converter. Ayre still has a couple VERY pricey solutions. I had the $300 HRT Linestreamer + which did ADC at 24/96 via USB to my Mac laptop.

Unless you NEED 24/96 might I suggest looking into the $250 Parasound Zphono which has a built-in phono preamp (MM/MC) and USB output to your computer to directly capture digitized music files at 16/44.1. It also has variable GAIN and headphone output for monitoring your work.

My vinyl digitizing setup from ~12 years ago:
TT + MM Cart -> PS Audio GCPH Phono -> HRT Linestreamer + -> Mac -> Audacity software (free)

Headphones are handy for monitoring. PS Audio GCPH phono preamp has variable output which is
handy for precise level adjustment w/o needing a linestage. Free Audacity software on PC or Mac
captures the ADC output and allows you to make adjustments while digitizing vinyl. Use Audacity
to make adjustments to the captured file later including manual removal of any pops and clicks.

Borrowed PS Audio NuWave Phono Converter. Originally $2000 but quickly dropped to $1000
then discontinued. Frankly, the results from the $300 HRT Linestreamer+ were sufficiently
impressive at 16/44.1, but I'm not a sniveling OCD golden ear with deep pockets for audio.
I came close to becoming one but then I came to my senses ;-)
