The outlet is critical for good contact and freedom from magnetic and mechanical interactions.The cover plate can be made of material that absorbs RF energy, such as carbon fiber. Such absorption will help reduce electrical resonance of the power cord, and is something that the outlet cannot do no matter how well it is made.
