... kinda sounds like it to me.
If the tubes don't have many hours on them and are apparently otherwise healthy, he may be able to replace just the offending tube and save a lot of $$. As the poster pointed out, it's a lot of money.
A number of tube vendors can match up a tube to his existing complement.
"My point was this: why let a bad tube self-destruct and damage other components."
