Of course, you can have the woofers professionally re-foamed. But given the original cost of these nice little speakers, the cost of professional re-foaming wouldn't really be justified. Fortunately, low-efficiency woofers of this type have wide gaps for the voice coils to ride in, making it easy for a person with absolutely no experience to install new foams. Re-foam kits complete with the requisite glue and instructions are widely available online at low cost.
But before you get in any deeper, make sure that both tweeters are working! If you then decide to do-it-yourself, will wind up with a speaker that is well-liked by many people. But more important, you will have learned a new skill to help you along on the road to becoming a pitifully addicted audio-douche (my good wife's coinage) like me and the other poor wretches who inhabit this Asylum. Think of it! Your own basement can become a constant marital point-of-contention; an unnavigable pit of unrequited projects, and shattered audio dreams.
