I would use at least the 30 to 35 dollar metter from radio shack but yes you can use that and measure voltages..Keep in mind the negative voltage on the grid pin 2 and make sure its at least the same as the functioning sockets..You may have a leaky coupling cap or your grid resistor changed value.
