Lets assume you have a voltmeter..The first thing you want to do is check the neg bias voltage on the glowing tube if it uses neg bias. You say you tried another el84 in that socket and the different tube glows in the same socket am I correct? What I would do is run comparison DC voltage checks between the good channel and the bad channel..Then let me know what pin has a different reading or pins.
