first off, replace ALL the caps in an old amp like this, ESPECIALLY big caps in the power supply, which are likely to be a) electrolytic and b) dry and dead. If that still doesn't work, unplug the tubes and test the unloaded plate/screen voltage going to each tube. If it seems reasonable (I forget the exact operating range for EL84's) then you might have fixed the problem. This is from my limited knowledge of tubes.
