There are a number of people who will design and build something for you. I think $500+parts might get people interested.Also, you might ask around for someone who has already built something similar. I know Jim Dowdy has built an EML 20 linestage, and maybe he'd be willing to sell it to finance the next project....
I definitely think you want the EML 20 rather than the 30, if you're driving wires. Try to keep the output impedance below 5K. Even with an output transformer, it is easier to find and build a 5K transformer than a 10K or 20K one. If you're going to use a stepdown OPT anyway, it might make sense just to go with a lower-mu tube to begin with, like a 71, 45 or 2A3.
The Pultec schematic noted looks good and it only uses one buffer stage, although it probably needs a good source to drive it. With a little attention to adequate drive, perhaps via an input stepdown transformer if necessary, this circuit could certainly be used with a DHT output such as an EML 20 or perhaps a 45. You could even put a transformer volume control on the front, which would provide drive for the circuit in addition to volume control duties.
