Ok, here goes.
When the first half cycle is running, each junction type is consuming energy..The hot junction consumes energy in heat transport..and, the cold junction consumes energy in heat transport..
Both sides are consuming energy to do that heat thing that they do so well..(always loved that saying).
When the current reverses, both sides again consume energy to provide heat transport..it's just that the heat transport is in the opposite direction, so the heat (cold) neutralizes, leaving nad for cable heating or cooling.
The junctions do not cancel each other out...
