A power cord, however 'smart' it can be claimed, is a passive passage for power needed by the receiving end, an amp or TV regardless.
A power conditioner is for removing EMI/RFI noises coming down from the power lines. It's commonly an AC network comprising caps, inductors, resistors & the like "passive components".
More complex designs involved AC-DC-AC or switch mode topology & are reportedly doing a better job than strictly passive networks.
So can you tell me how 'smart' is your power cord design using triaxial cables that can possibly replace the function of a power conditioner, using whatever law or theory to cover it.
