You're going to have a hard time finding a true tube distortion box for cheap. Think about getting a tube combo amp. There are quite a few inexpensive tube guitar combos out there that can be had for $300 to $400:

Peavey Classic 30
Peavey Delta Blues (Classic 30 with a 15" speaker)
Peavey Classic 20 (harder to find, discontinued)
Trace Elliot Velocette
Fender Blues Jr. (not as good as a classic 30, imo)
Traynor YCV-20 (a little more expensive, $500 or so)
There are also some Epiphone amps that are supposed to be OK, but I haven't heard them personally.

Any of these will give you good old-fashioned tube distortion when you want it, but will still sound pretty good clean, too.
