So, as stated below, I basically took the whole shorted power supply apart and put it back together in increments, testing for the short at each step of the way. I did not go so far as to remove the .01uF bypass caps I had installed across each fred, because I proved that the freds w/bypass caps per se were NOT causing the problem, along the way. Also, with no power applied, I could at no time detect evidence of a short to ground for any of the components of the supply (FWBR, filter caps, downstream tube wiring), in contrast to the earlier situation where there was an intermittent problem. Now that it's all back together, it works fine!!! No problems. In a way, I don't like this outcome, because it suggests that the malfunction could recur just as mysteriously. This amp will get a lot of bench test time before I put it back in my system.
