are you 100% sure the hexfreds arent dead. a short to chassis could kill one! I would not suggest firing up the amp without the caps. lots of hum!
Keep trouble shooting the problem, you just haven't found it yet. if you are reading a low homes and its fluctuating, look for a strand of wire that is shorting, or possibly a sharp lead that is maybe poking into a wire or something.
I clip the meter leads on and then use a plastic stick to bump, move,wiggle, flex things around. the more moving around the meter does, the closer you are to the problem.
I just rebuilt an prototype that used a PC board and everything "looked" good. but there lots of problems with solder joints not sticking to copper wire etc that you couldn't see with the naked eye. but flex the board a bit and the meter would jump around. I redid a bunch of solder joints and through holes and no more problems!
