The construction of my house began in 1990 and was completed in May, 1991.The big panel where the electrical service comes in is on the side of the house just above the gas meter. On the pipe going from the gas meter into the garage wall, there is a big clamp with what looks to be about #8 Romex clamped to it. Since the Romex and the pipe go into the garage wall at that point, I'm assuming that's the electrical ground.

I'd also ensure that your incoming water piping is bonded to the service ground. Throw in a hot/cold piping bond at the top of your water heater; sized correctly, of course.>
Not likely. We'll be selling the house in the next few years and downsizing since my daughters will be out.
